A Clown and his buy Dog Moulded 3d picture, gift idea, Art Collectable

This is a lovely picture of a clown and is dog, I am not sure of the material it is made from as at first I thought it was a ceramic but it feels more like plastic.

The antique dealer said he bought it because he had never seen buy one like it before and although had done research could not trace anything about it .
