This lion is a licensed plush toy and was repurposed into a chalk bag.
It buy comes with a black elastic cord and your choice of a stopper (small round piece of plastic that cinches the opening of the chalk bag). There are two black loops in the back to attach to a belt or clip. The inner liner material is white fleece.

It is 9 inches (23 cm) tall from fleece opening to bag bottom and 12.5 inches (32 cm) tall if including arms. It is 7 inches (18 cm) wide. Fleece opening circumference is 15.5 inches (39 cm). Inside fleece depth is about 7 inches (18 cm).
The opening is reinforced with webbing on the inside for easy access.
