I think this interesting piece of cast metal was once mounted outdoors as a wall lighting sconce. It was wired and the circular opening probably had a globe inside of which was the light bulb. I think the torch design is most interesting, as it has neoclassical buy acanthus leaf features, especially the mounting plate, and an interesting artichoke finial. The piece is in good condition and is ready to be re-wired or re-purposed. Most of it is made of brass ( a magnet does not stick), except the plain part of the shaft and the mounting post, which are steel. The body of the sconce measures about 13 3/8" long, the diameter of the globe receptacle is about 6 3/8", and the threaded mounting post measures about 3 1/4" long and has a diameter of 9/16". Like any vintage or antique lighting fixture, it is recommended that this be re-wired, which is an easy DIY job. You could certainly mount this, get a globe, and enjoy a lovely antique lighting fixture, or you could remove the wires and mount this with a pillar candle for a more medieval or baroque look. It weighs about 5 1/2 pounds so it sure is solid.
