This is a retro vintage chalk ware lamp. The design is a lady on a wire base. She is made of chalk ware - original paint on the chalk. Minor scratch on her face, and base that attaches to the wire frame is covered with duck tape. With a new skirt you won't see this.
I have not tested the piece - would need to be reworked.
