This is a statue of a Balinese man going to or in a temple. In Bali and Java, temple attire for a man is a hat and a sarong. Balinese women do not wear hats, but wear special blouses and sarongs to temples.
Traditionally Christian women wore hats to church while men did not wear hats. It just shows how cultures differ in dress codes and buy expectations.
